Go watch Leonard Nimoy interviews where he talks about finding the character. It's a mistake. There's really no valid debate to be had over it.

Here you go...- ST: VOY started it's journey into 'The Badlands' fron DS9 and had Quark appear in the pilot. It also had Q and William T. Riker show up in it's first season. (Can't say what happened in later seasons as I stopped watching it after "The 37's")
