As a freed Borg, you would have the collective knowledge of thousands of species to help solve all of Voyager's problems. Plus you'd get to hang out with Seven in the cargo bay.

Doesn't really matter when you're in an environment where free will is an illusion. Star Fleet, Maquis, converted Borg, Talaxian Chef or other. Doesn't matter because all you ever do is what Janeway tells you to do. Being aboard a Starfleet vessel is like living at work.

Enlisted would have medium term contracts, using Starfleet as a trade school that will let almost anyone in. In peacetime that's fine, but wars can sneak up on you unexpectedly.
Officers are in it for the long haul. Better housing, better food, more options, nice uniform. Most Officers don't make it past Lieutenant even if they are allowed to work in (and master) the field they profess an interest in. What is the exit strategy for an officer? "I resign my commission" seems to be kinda how it might work unless there is a war going on.

I am going to assume that if you quit Starfleet abruptly this action follows you through life and makes it difficult to get plum positions. It's pretty amazing you can just walk out , I guess it is sooo wonderful this a rare event.
