In the need for changes of scenery, VOY became increasingly dependent on the holodeck for a break from the norm (even though it usually felt like more of the norm). The holographic tropical resort and later Fair Haven were the regular getaways for the crew, but holograms really took over in the Hirogen era of the series.
Because nBSG loosely parallels the VOY concept of a ship moving in a linear direction towards Earth, an idea from nBSG might prove helpful in what the VOY writers could've done instead of so many visits to the holodeck. [new] Battlestar Galactica tactfully used flashbacks to give characters more context for who they'd been before being thrown together in their perilous journey. It also gave viewers a break from the somewhat dark surroundings of the ship.
DSC has effectively used flashbacks already for that very purpose, and I have to wonder whether it could've been done more often on VOY so that the holodeck could've been turned off for a few. Flashbacks were fairly effective for certain VOY episodes that went into the backgrounds of Seven, B'Elanna, Tuvok, and Chakotay among others, but were used so sparingly that we still didn't really know much about them before they got stuck together in the Delta. For some viewers, it might not be that important, but I present it as an alternative to Fair Haven and other dead-end holodeck zaniness that added little-to-nothing to the overall plot of the show.
