Worst, as in identify with the least? Don't identify with any of them, at least not since I was a kid.
Worst, as in least cool? Sorry, long ago got to the point that looking down on uncool people and thinking they don't really have a right to ruin my view seemed to be a juvenile, nasty attitude.
Worst, as in least believable or most pointless? Now we're talking.
Data: Why would a potentially immortal robot want to grow old and die? This nonsense ruined TNG for me.
Major Kira: Deeply religious but never mentioned it without someone else bringing it up and was perfectly tolerant. Uh huh. Confrontational hothead who was supposed to have acted as an undercover freedom fighter. If you say so. Dedicated terrorist without any politics who despised politicians but was dutifully obedient like any good solder? Sure, you can write terrorist=dutiful soldier if you want. What you can't expect is that everyone not horny for Nana Visitor to swallow this BS.
Tom Paris: What exactly was his problem with his father? The character is not just a cardboard cutout, but a blank cardboard cutout. Presumably this is to foster viewer identification, who can project their own issues onto the white space so thoughtfully provided.
Belana Torres: Why would a dinky little girl want to join a gang of thugs, where being a dinky little girl puts her at the bottom of the totem pole? I gather they asked Ron D. Moore to try to fix the character when he came to Voyager and even Mr. Klingon couldn't get up the nerve to tackle that problem!
