That is the premise of the OP... well... the other part of it. Why would he want & why would he want it in him? or let it be installed into his own systems? But to be honest, even if he gets the chip installed, I'm not sure Lore wanted to use it. If you lemme explain...
I tend to believe it was more a theatrical way to steal the chip while causing as much harm as possible to Noonien. Like making him think he's giving a wonderful gift to his youngest son, letting him hope and feel happiness, before Lore reveals the truth and shatters Noonien's hope in his fist.
Lore is a lot like that - very theatrical and grandiloquent. He loves playing with others' nerves and feelings. He blossoms in manipulation. It's totally possible that just stealing the emochip 'normally' would have been not flamboyant enough according to Lore, so he made up some plan to get revenge with panache. It's totally like him !

I truly doubt Lore ever wanted to be 'fixed', and I don't believe he wanted the chip for that purpose. His megalomanic attitude makes me think he already considers himself perfect enough and wouldn't aknowledge his flaws anyway. Besides, I'm pretty sure his unethical behaviours and choices were cause by software anomaly rather than a hardware problem. So how could he be sure the chip would get rid of it ? The emochip probably has its own in-built softwares designed to interact with the rest of the positronic brain, so they could conflict with his current settings. What would be the point of risking software conflicts for something he already possesses ?

I'd say Lore is definitely using it in some way, & the most likely reason is out of spite for Soong, & the assumption that he's already flawed, & upset about it, & that there'll likely be no other chance for him to be corrected. Oh wow. The dialogues are TOTALLY different in French ! ! So no wonder we don't have the same views about Lore's reasons to steal the chip !

Are you saying my PVR isn't sentient? I've explained your concerns to it and it got very upset and deleted all my "Forged in fire" episodes. Thanks a lot.
If anyone knows a good PVR psychiatrist (other than a large mallet) I'd appreciate it.
Perhaps a very large axe to give it a reprogramming it won't forget.
