But in the case of William Riker, the scene writing was okay, the acting was fine, but the character itself - someone whose job seems to be split between repeating what the captain just said and playing the trombone - kinda sucked.

Bashir is not in my top 10 DS9 characters, but he's certainly not a bad character, and in fact he was one of the characters who evolved the most during the show. In the first couple of seasons he was really annoying and his centric episodes were usually the worst, by the end he was quite likable and at involved in some of the best episodes and storylines (Section 31).Bashir people. He was just as boring at the end of the series than when it started. All other characters evolved someway.
I interpreted the complete absence of the ENT cast as suggesting none would qualify for this poll.No ENT? Archer and T'Pol would be my top two, not sure who would "win."
