Who is Captain Rayner?

So... Rayner.
Love him! Interestingly, more so than any other character in Trek history, he reminds me of... me. A straight talker, shoots from the hip, been around a long time - too long for some folks' preference, holds people accountable (how dare he!), who subsequently don't like ANY of it and hate and vilify him for it. Check, check, check, check aaaaaand check.
But he's also very similar to another well-known Captain - Kirk. He always does his own thing, sometimes bending or even breaking the rules, constantly in trouble with his superiors, suffered a "demotion" to remain in a world he felt he was born for instead of getting wholesale sidelined.
He also reminds me of Patton, born centuries after he probably should have been, a brilliant tactician, strategist and logistician, completely misunderstood by those around him who think he's too harsh and ready to be forcibly retired.
He is my new favorite character. He should try to go back in time and have a beer with Captain Shaw (my previous new favorite character), and then the both of them should go back farther in time to the 23rd century, where (when) I think they would both feel most at-home, flying by the seats of their ass against a generally hostile galaxy.

If Rayner is a Kellerun I hope his wife is a T'Lani.
And who IS Rayner? A total badass, that's who. One of the most refreshingly honest characters in Trek history. Great captain (he didn't deserve to be demoted
) and a great drinking buddy. He's not the kind of friend who'd bail you out of jail, he's the one who'd be in jail WITH you! Sitting on a cot next to you, smoking a cigarette, saying "She didn't look like no cop, did she? " 
He's nothing less than the second coming of Robau.
What a guy.
That said, I admit I AM a tad confused as to how Rayner could have been in on all those Red Directive missions. They all had to have been in the time before Discovery came, when the Federation was just a couple of dozen worlds and no warp travel was possible. What could he possibly have had to DO during a time like that?

I don't think it was ever stated that warp was no longer possible, just that it was considered dangerous. We see Book's ship at warp in 'That hope is you, part 1' so it was still a thing. I think starfleet probably had restrictions on using warp but it was still a necessity.
I thought there was a shortage of dilithium before Discovery discovered that planet.

There was a dilithium shortage, but that is not the same thing as not being able to use warp. We know Earth had a stock pile they were not using and were under constant attack because of this. So warp was still a thing and people were still doing it and it's possible the federation also had a stock pile.
Regarding Admiral Vance's briefing, it's never stated that the ships involved are restricted to impulse speeds. While it is stated that the Le Guin's mission to na'seth would take two months, there is no indication that the ship will be travelling at sublight speeds.
He is for Tilly, who is probably a virgin, who should probably do something about that before she turns 40.

I remember people around here contorting themselves in insistence that Tilly really was Mary Wiseman's age, and then getting pissed off in S2 when they seemed to confirm Tilly really was supposed to be early 20s.
You need to rewatch Season One, especially "Magic To Make The Sanest Man Go Mad".

Child prodigies have been cooked into the DNA of Trek for a long time. Shit, it's in the name of one of the shows now! And for as much as some folks didn't like how someone her age could be so good at what she does, she was never as insufferably annoying as Wesley. If SFA leadership thinks she's worthy of being a teacher, more power to her.
Kirk was a lieutenant teaching at the Academy according to WNMHGB. A quick glance at West Point's website shows Captains (A rank equal to Lieutenant in Starfleet) as instructors.
"We" didn't know how old Mary Wiseman was.
I remember having a discussion here trying to figure out if she, a real person, was 19, or 30.
A 32 year old cadet is is even rarer.
Tilly said that she was drafted, because of the war. They may have started her as a fourth year cadet, but the war was 6 months old when she told this origin story and that at the time was the absolute longest she could have been in uniform.
They wanted her for her science background, and for some reason, I feel like they pulled Sylvia out of academia rather than a think tank or some applied division of civilian application that was not Star Fleet.
