I recently had a "discussion" with a friend about this, i think Janeway is the better captain but have my reasons such as Voyager was the first series i saw and the only one i have seen in full, i also think the fact she manages to bring together two crews and bring home a ship 80,000 lightyears away, liberate several borg, destroy many borg ships including infiltrating a few. She has also made first contact with as many as 400(at least) new races. Then kirk just gets everyone to do stuff for him and claims the credit, also there have been two of his ship after the galaxy class ship was destroyed. and he was also partly responsable for the death of Captain James T Kirk. I still think he is a very competant captain however.

Well the line regarding number of first contacts in VOY something like "You've made more first contacts than any captain since Kirk" tends to indicate Kirk still has more first contacts to his name.
Every captain gets others to do work for them.
As for the destruction of the Ent-D at the time it was destroyed Riker was in command of the ship. So any fault for the destruction must fall at the feet of Riker, he was the one giving the orders to fire, take evasive manevers etc..
But as for who was the best Captain we've seen

2) Tie Picard

Picard and Sisko both had their strengths and weaknesses. I do wonder if Picard always saw the real world, the real federation, sometimes. But there no denighing he was stronger than Sisko on diplomacy. Sisko was more of a realist, and a better military commander. Plus he knew how to cook.
Janeway (imho) had some actual psychological problems, but Archer was incompetent. To be fair, Archer received the least amount of training prior to taking command of his ship, and was previously just a test pilot. Janeway come up through the ranks.
Hands down, of them all, James T. Kirk was the best.

Since we're all doing lists...
1) Picard... the great philosopher and the epitome of what Star Trek is about
2) Kirk... The man who can resolve the situation no matter what
3) Sisko... Probably the most passionate of all the captains, wheither it's about exploring, baseball or punching someone he doesn't like
4) Janeway... border line pyschotic in my opinion, but at least she's usually compitent despite that handicap
5) Archer... only the power of the plot kept him alive despite his incompitence.. and just barely.

Kirk and Janeway are the most similar captains as far as style of command goes. Both impulsive, lateral thinkers, given to innovative action with the rest of the crew hanging onto their tailcoats as they throw themselves into their decisions.
Sisko and Picard have similarities as well, the measured diplomacy. Someone once compared Sisko to more of a mayor than a captain and I think that element makes him seem less action oriented at times. Different settings.
Archer.. had no respect for him until Damage. When it got to extreme crisis point he delivered which is what was needed, but his diplomacy lacks the natural ease of Picard's and the cleverness of Kirk's.

As for Janeway...at least Archer makes her look good. That's something, I guess. She was good when the writers knew what they were doing with her which, sadly, wasn't often.

But that is my opinion! If I were to tell a stupid lie I would say something like Janeway is better than Kirk, Picard and Cheesecake.
Yeah, calling someone stupid just because you don't share their opinion is poor form. It doesn't stop a lot of people these days, but it's disapointing how quick people are to resort to a personal insult.
