But back to the topic, surely the best villian is the one who makes you think they are not a villian.

Weyoun isn't a villain, but everyone treats him like one. People are downright rude to him at times.

Definitely Garak!
A fascinating character and one of my top 3 DS9 favorite characters (Quark and Kira are the others).

Since I have a soft spot for freedom fighters, I might have something of Eddington too.
