Commodore Oh was behind the synth attack on Mars to make the Federation ban synthetic life, but the result of the attack was that Oh’s planet was destroyed without its people being evacuated by the very humanitarian aid from the Federation that those ships were being built for. That makes zero logical sense.

I don't. It would change the whole tenor of the show. And not in a way I'd be interested in. I think Picard has the introspective nature to be a good C-i-C. I think that he could step in to that role and take in the bigger picture now, especially after the lessons learned, and approach it more positively.Just imagine if Picard had gained an earlier promotion to Admiral and gone straight for the Commander in Chief position instead, would the Mars attack still have happened, would the Romulans have been saved.
Its all very well leaving it for other shoes to fill but you then take the risk that the wrong person ends up in that position instead.
If you want something done right you have to be willing to do it yourself.
I always saw Picard as the ideal Commander in Chief of Starfleet, never got that vibe from Kirk even though it wouldn't surprise me if he was offered it and turned it down.

While I'm sure many would be bored by such an approach I think Picard as the chief is a distinct possibility, even if it wouldn't make for good TV.
