Well, I didn't state anything about a 'disconnect', I only said that this particular aspect from Q's character was missing in the Voyager episodes. There, Q seems more human, less inscrutable. But it;'s entirely true that Voyager developed new and interesting storylines regarding Q as you demonstrate in the rest of your post.
Of course they aren't omnipotent as the term is commonly used. That's a logical impossibility, even within fictional universes such as Star Trek . The best they could hope for is nigh-omnipotence, and I agree with you they aren't even that. But they certainly are very powerful.
