What was Memorial about?

Like I said before, if there was a support staff and system of application and consent, Janeway wouldn't have been so bold as to leave a ticking timb bomb which was just waiting to inflict a good frakking on passers by after the safteys go bung again.

Bung = broken.

Might take a hundred years or a thousand. Might take 10 years if teenage hooligans like to get drunk and take potshots at the warning buoys. Might take 15 minutes if the previous warning buoys had been deactivated on purpose by someone with an odd agenda.

It was exactly the same situation as Caretakers Array.

I don't find this particular question interesting. I'd never for a second consider repairing a device that forcibly intrudes on another sentient being's mind like that.

I agree that episodes that ask "what would you do?" can be among the very best - but the decision has to be more complicated than that in "Memorial."
 
I'm sure the warning buoy Voyager placed in orbit was built to last. It will probably last a lot longer than the actual memorial did. After all, it's only designed to transmit a single message via subspace, not dump memories into people like the memorial does.

Federation tech is very valuable.

Remember ENT Deadstop? There was a living garage next door to a romulan minefield. It was in their interest to replace the mines in the mine field and remove any markers or buoys, otherwise they'd be out of pocket.

There could be a planet of nothing but psychoanalysts just around the corner whose entire economy is reliant on victims of the memorial looking for a little soothing after all that shellshock whether they figured out it was real or they have been duped.
