Wouldn't he see most of what everyone else saw, since the holodeck uses transporter technology to form stray matter into various constructs?

Actually, it was vice versa: in I think "Heart of Glory", he says there's a certain glow around Data to indicate that he is an android.
One wonders about "Ship in a Bottle". When Data first suggests to the Captain that they are still trapped in the holodeck, "La Forge" (a holosimulation of him, but Picard doesn't know that) is present. Why does Picard start to inquire Data about this thing, if he could just ask LaForge to take a look around and verify or debunk Data's theory on the spot?
Then again, perhaps Picard still doesn't know all the specs of the VISOR or LaForge's abilities. Certainly the thing about android glow came as news to the engineer's coworkers in the first season.
