What do you want to see in Star Trek 4?

Don't know if it's a realistic expectation. Just answering the question of what I'd like to see.

I would like to see a story involving the Klingons. This time, be the foundation for Kirk's legendary and/or infamous status with the Klingons.

For the Klingons, I want to see the very eloquent, well-speaking ones like you had in TOS, not the monosyllabic, grunting and choking Klingons that have been in TNG or the last movies that had them (the deleted scene in TOS with Victor Garber was great!)

Maybe some kind of story in the foundation for control of a planet with a strategic importance to both.

Well, technically, they should be in the middle of a war with the Klingons, even admiral crushed head said so.

I always found it silly that the three major powers in Star Trek are all at about the same technological level.

Do you think that's possible in a Hollywood movie?

I'm with you, but it sounds like Paramount sees this film franchise as their Star Wars. Big budget movies these days have to fit a certain formula: Big action, big effects. Imagine what would happen if someone tried to make The Voyage Home with today's mentality?
It would probably be an over the top comedy, a "Hangover" or "Bridesmaids."

How about something closer to "Ocean's 11"? The original, I mean, not the Clooney remakes.

If they do a comedy, then they should definitely use a Gilbert and Sullivan song in it.

Like the one of the ones about duty.

Who would more likely become concurrent major powers than those at similar levels of technology or, should I say, balances of power? You would, of course, have the occasional theft of technology to restore said balance.

I like the idea, you have the three of them locked in a cold war of sorts, until they tire of hostilities and decide to talk peace. Or unite to deal with a common thread, like the Dominion or the Borg.

Personally, I would love to see a "Yesterday's Enterprise" -ish plot for Star Trek (1)4, where the Kelvin is thrown into its future, and meets the Enterprise-A. This alters the JJverse timeline, and wouldn't it be great to see the Enterprise look like a TOS connie (not necessarily the Prime univers, just yet another alternate timeline with the same ship)? James Kirk must wrestle with either keeping his dad, George Kirk alive but destroying his own timeline, or sending him back to certain death to set the JJverse timeline back to normal. And William Shatner cameos as old Kirk from the JJverse's altered timeline future to convince Pine-Kirk to send his dad back.

Maybe learn more about the "ancient ones" who left vampire suits, an army of drone workers and 250,000 swarm ships behind on Altamid.

"Right guys, we've arrived! Steve, you start unpacking the drones and suits."

"Yeah about those suits and drone workers..."

"What the hell, Steve?"

"... and the 250,000 ships... "

"Oh my god Steve. It's because of people like you that we're extinct."
