I thought Sarek was the Vulcan ambassador to Earth - not to the Federation.

He was Vulcan Ambassador to the Federation and their representative on the Federation Council.

The book isn't too bad of a read. Pick it up if you can, or wikipedia it for a spoiler.

The system withstood two or three assaults from the Second fleet but then here comes the Enterprise with three or four other ships and the Dominion fleet just gives up. I might be able to accept how the ground war was won but what happened in space was a joke.

He was Vulcan Ambassador to the Federation and their representative on the Federation Council.

To be sure, all he was ever called was "Ambassador". We never saw him representing Vulcan on the Federation Council - just mouthing off to a foreign Ambassador in ST4, and being onboard your typical fat cat "fact-finding" corruption tour as the Vulcan representative in "Journey to Babel".

For all we know, the true representatives to the Federation Council are called Council Members, like in those old novels and RPGs and the new Trek Meets West Wing books. Sarek's real title could be more like Federation Ambassador to Alien Scum (from Vulcan), as opposed to Troi's potential title of Federation Ambassador to Alien Scum (from Betazed).
