Was Burnham still alive at the beginning of TNG?

I'm not sure it's a miniskirt or even a skirt

Well, obviously it's not a skirt of any sort if it goes over your shoulders...

Technically, it's what figure skaters tend to wear: a one-piece swimsuit or leotard where the lower part additionally has a long brim that makes it look like a dress.

What Nhan (or Uhura in ST5:TFF) wears is a miniskirt, though.

In the TNG era it's pretty clear that making it to 130-140 is not all that uncommon and people are still healthy into their 90s, so it's very possible.
 
...But 140 is still something O'Brien looks forward to, hence not too common.

McCoy got artificially rejuvenated twice that we know of. But that also means he got artificially aged twice. Does that cancel out, or add up? He might be exceptionally frail as 130-somethings go.

The difference being, the miniskirts on TOS were about the men. For Tay or any of the women in the other pic, the miniskirts are about them.

Miniskirts are all about turning a guy's eye. (always have been)
Doesn't matter if it's a personal choice or a professional requirement.
