Do you think that anywhere near a sufficient amount of dukats would be made available to carry off even a significantly truncated version of your vision? Such an investment would imply that CBS has pretty extraordinary anticipations of success, the issue of it being streamed only in the domestic market for the first season notwithstanding.
Oh I'm 100% serious. I think this is the approach Trek needs to succeed in the modern TV landscape. If you look at shows like Game of Thrones, the Walking Dead or Mad Man you'll see fairly large casts with multiple arcs in play. Now not every character will be front and center every episode or every season. But they will be there contributing to the show depth and breadth.
In a way DS9 already paved the way for this, with the station, Bajor, the Defiant and the runabouts all available as regular, separate story locations (plus of course Cardassia towards the end, and maybe the MU if you want to count that too).
