They did use one in Voyager though. In the episode where the crew discovers the Species 8472 recreation of Starfleet Academy, the type I phasers are used to deliver nanoprobes to incapacitate an 8472. I think. Don't hold me to it though, as it's been a long time since I've seen the ep. I don't even remember the episode name...
The Type-II phasers from the Voyager era were smaller than the Type-II's from TNG, though, so it might have been one of them in In The Flesh. I remember looking at my toy phaser from TNG in comparison with the ones on VOY and easily spoting differences.

The episode was In the Flesh, and I believe you're right, I think we see them use a type 1 when they're trying to blend into the simulation early on.
Don't ANYONE here tell me they haven't used their iPod (or similar media devide) to scan something. Don't you DARE.
