I don't think Sybok especially needed a compromised starship. All he needed was a hostage.Sybok presents an interesting puzzle: his plan required the use of a compromised Starship that would greater facilitate his take-over. How did he anticipate that ENTERPRISE would be in just such a condition when he put his scheme into full effect?

One thing is certain: that Shinzon's origin-theories are more interesting than what we actually got on film.I don't think it happened when Picard was on the Enterprise- It would have to be no latter than the first season (He was in the mines for ten years before fighting in the Dominion War). Picard was still just known for the Picard Maneuver whose friends had all become Admirals aside from Keel. Someone a while back said it may have been the Alternate Tasha Yar telling the Romulans about a Captain who would come to prominence in twenty years...
I'm gonna bet it was during his days on the Stargazer, or the lost years before taking command of the Enterprise.
I don't know about that ... Shinzon, apparently, had to convert everybody onboard. A full complement would've made this chore near-impossible. His hostages were only the excuse for a short-changed starship to answer the summons. Which, considering his intense, personal belief that The Great Barrier was only an illusion, wasn't even necessary. Tomed might have been something entirely different. I don't know about Tomed, but when watching Neutral Zone recently I got the impression that the Romulan fleet might have been engaged in a war on another front.
Or maybe, you know, language changed after a couple hundred years. As it is want to do.
As part of a overall plan, the Romulan might have clones hundreds of promising middle rank Starfleet officers, Picard was just one of many. When the program was abandoned the majority of the clones were killed in the mines (or just killed). The Romulans could have also cloned up and coming politicians and people from prominent families too.The question is, why make a clone of Picard instead of any numerous other high profile figures in the Federation?
