I'm amazed that the 13 secs was identified publicly so quickly. Always good to get an update, even when things aren't according to plan.
RAMA
The TOS episodes were the masters, though, while the TNG masters were on videotape. Paramount would've made sure to take good care of the masters, but probably didn't apply the same care with extraneous material. As others have said, I worry about just how much is either missing or will be found to have degraded to the point of unusability. That said, the original TOS episodes seemed to have been in perfectly good condition after 40+ years.
Gag reels!

Didn't think of that. Sadly you've made a good point. It would be truly unfortunate if all the TNG film takes were considered surplus to requirements in terms of getting proper storage after they were transferred to video.

I dunno, I think the fact that they have enough footage to even make this HD version possible means they must have just dumped whatever they filmed that day in the can and sent it off to storage. Of course a few pieces get lost in the mix, but I think they have far more than they need in the first place to even get this thing going. It wouldn't surprise me if some previously undiscovered gags, outtakes and alternate/deleted scenes are found during this process.
