Well, it could be on the ground, or underwater (which was described behind-the-scenes as essentially being an extremely low-altitude hover), but I don't think it could land on it's own without some kind of support structure or scaffolding. On the other hand, it suddenly sprouting legs wouldn't be out of the question, the ship did have a tendency to develop new external features as-needed (looking at you, 80 Age-of-Sail broadside torpedo launchers).That's cool..... Actually in the 2009 movie there is another scene where all the cadets are meeting to go on shuttles the launch bay for those sits under scaffolding that is holding up another ship that looks just like the Enterprise. So there's your landing platform if that's its purpose

We see Galaxy Class parts (presumedly) being built on the surface of Mars in one of the timelines Worf hops to in Season 7.
I think someone from production said the parts and ferried to space for final assembly.
