Wasn't it pretty much made clear through subtle implications in the early years of DS9 that Quark pretty much ran a holographic brothel?

^Not so subtle. But DS9 was a Bajoran-run facility, not Federation.
And the Bajoran's tended to be portrayed as being a lot more socially conservative/religious than the Feds. Gods only know what would be going on if the Feddies had the place to themselves.
^There's no reason to assume that the Bajorans' religious values would match Christian values and include sexual prudishness. They are an alien culture, after all. And it's not like there aren't religions here on Earth that celebrate sexuality rather than demonizing it. Heck, even Christianity hasn't always been prudish.
If anything, to me the Bajorans always seemed pretty open and comfortable with sexuality. Vedeks and Kais were able to have sexual relationships with people without there being any shame or stigma involved, and we saw in "Rejoined" that Kira, who's certainly devout, was totally casual about the idea of Jadzia Dax and Lenara Kahn entering a same-sex relationship.
