I too forgot about Section 31 being on Lower Decks until you just mentioned it. :eek:
We all have our off days, especially when there's almost 1000 episodes to think back on.

The problem is, "the actual fans" never agree on anything, as the internet proves every day.

Seriously, we're a famously opinionated bunch, with our own priorities and expectations where Trek is concerned. Don't be believe me? Ask a bunch of Trekkies what they think of TMP, or DS9, or whether Star Trek is military or not. One fan's favorite Trek show or movie or episode, the one they think epitomizes the very best of Trek, is junk according to another, equally devoted fan.

Fandom does not not speak with one voice and never has. Especially nowadays when you have entire generations of Trekkies who grew up on different eras of Trek, shaping their expectations of what Trek should be.

So "listening to fans" begs the question: which fans? Old-school TOS fans? TNG fans? Folks who think DS9 is the greatest Trek show ever, or those who find it unwatchable? Young folks who love DISCO and SNW? Canon purists? Folks who prioritize the world-building, or the topical allegories, or the messages, or the science, or the entertainment value? Who?

There's no such thing as "the actual fans." Just lots of different fans with different opinions.
My opinion is this: yes you are absolutely right that there are a lot of different fans with different ideas, opinions and dare I say, demands.
But when I say "actual fans" I mean the sphere of fans that at different times has supported Trek long enough to make it the success that it was up until Beyond.
ENT failed for various reasons, but TNG-DS9-VOY all went the old timey 7 years 22+ episodes package for TV.
Trek got revitalized in 2009 but that too was handled horrily.
Look at the success of Smallville, Hawaii Five-0, Supernatural, couple of the Arrowverse shows.
Fucking Grey's Anatomy is going for 22 seasons for fuck's sake! :lol:

But then hollywood ran Star Wars into the ground, an IP that basically printed money for decades, now Star Trek is following in the same fate.

Records are not as important as money. Plus, killing your actors in the name of longer seasons is considered bad form.

We know Section 31 was more than just Sloan. Apparently they had control of a Voyager class of ship seeing as they held Bashir hostage in a holodeck that looked exactly like the one on Voyager.
 
The Bellerephon. "Inter Arma Enim Silent Legis."

That would be a different Voyager class ship I think because it was used for a official Starfleet mission. Assuming Bashir was in a holodeck I always got the impression it must have been under complete control of Section 31. Which makes me think also if Section 31 does have it's own ships I bet lots of them have cloaking devices because it would be bad to have them flying around in these Starfleet ships that aren't officially part of Starfleet.
 
Or the captain of the ship was a S31 sympathizer like Admiral Ross was.

That's possible but a Captain like that would also have to keep lots of secrets from his or her own crew. I'm sure the first officer would wonder why they can't use that one holodeck and who are these people on board doing secret things behind their back.
