The best Starfleet officers. And then the crazy ones.

Barclay invented a reliable methode of trans galactic communications.

Maxwell was a decent guy just driven over the edge do to tragedy, the death of his family. I'm not sure I'd lump him in the same category that includes to guys who plotted coups.
