I'm not sure there was "heavy marketing and promotion".
It was at least on par with the marketing and promotion for SNW S1's launch.
 
I'm also in the fight scene was silly crowd but not because of the super-soldier serum. It was the typical choreographed fight sequence—and looked it. And it reminded me too much of a MMO/FPS game, where the mobs just keep coming around the corners mindless attacking as individuals without any kind of coordinated strategy. Just swarm them as a group already.
 
I'm sure many casual and new viewers saw this episode due to the heavy marketing and promotion. Whether they left hyped for the next episode, or disengaged by the mediocrity of this ep is TBD..

Depends on their tastes and expectations. If they were expecting an exciting SF adventure with lots of humor and action and bit of romance, they may have had a good time.

(You didn't need to be a dedicated fan to pick up on the whole Spock/Chapel dynamic.)
 
I will agree with you that there is no real evidence drug use is illegal in the Federation.

What I will not agree with is 'no reasonable person thinks tobacco should be illegal'. I most definitely think it should be illegal. Unless you believe I am not a reasonable person.

Cigarettes do nothing but get people addicted and kill people. (It's why my grandfather didn't live long enough to even reach retirement age.) Plus, it also affects other people who have never smoked, or do you think the consequences of secondhand smoke are a myth?

It's one thing to be putting bad chemicals and products into your own body. It's quite another to be using such things that have a measureable, proveable hazard on people around you. So yes, I most certainly think it should be illegal.

Are you arguing that tobacco per se should be illegal, or are you arguing that forms of tobacco use that harm other people without their consent should be illegal? Do you think that people should not have the legal right to use tobacco snuff, chewing tobacco, or other smokeless tobacco products that cannot harm non-users?

Where was it ever implied in the episode that what M'Benga and Nurse Chapel were injecting into themselves was either legal or condoned by Starfleet or the Federation?

By the discussion they had before doing it, it was pretty clear that this was both illegal and not condoned by any Federation governmental entity. They didn't take the action that they did to inject themselves lightly.

A "look" is not evidence of illegality. It is evidence that the use of the serum might have carried serious potential for negative health consequences and might even be evidence that the Federation doesn't condone its use. But it is not evidence of illegality.

Except you can get drunk when drinking synthohol according to Trek Lore. It's just easier to get sober again than the real stuff.

So synthweed could theoretically get you high, but without the negative health impacts.

Tobacco though yeah, I'm not sure why you'd want a synthetic version of that. I've never smoked a cigarette so.
