They bring legacy characters back when possible, e.g. even Kim Rhodes to voice Jhet'leya or Lisa LoCicero to play Miral Paris. The novels of the First Splinter timeline were more about continuing the characters' lives and sufferings but also included legacy character - including Moriarty and post-mortem Soran.
A plot can be great or poor regardless of the amount of fanservice.
Speaking only for myself, my enjoyment increases when continuity shows and legacy content is included.
