He’s currently in Boston filming a Disney movie ( hence the shave and haircut) but I haven’t seen that he has anything else in the works that would mean he’s not available for the filming of Picard S2.

Considering he's got several EH's as crew and he talks to them like they are real, that is probably the exact response the writers were looking for.

Your characterisation of other characters is mostly correct, and Doctor was certainly memorable... by being so incredibly annoying.

Well thats just your opinion i for one dont like Voyager (infact its my least favorite trek) I at least liked him and i think most people agree

I imagine it more likely that he would be playing Louis Zimmerman rather than an EMH.
