I don't see how they are the same program.
But if you start using Cortana as well, it is another program.

My thinking is that it is one behind-the-scenes program that accesses different parts of the ships library depending on the function it is being asked to do. We see on Voyager that one holographic framework (program/emitters) can handle multiple uses (Medical/Command) and I think that is what is going on here.
Of course the next episode could completely blow that interpretation out of the water. But nothing I've seen yet suggests it is more than one EH program running the multiple holograms we see.
It's SOFTWARE, it'll do just about what ever one wants to program it to do.
Including multiple tasks at once.
Hell the TOS Enterprise even fell in love with Kirk once while still doing all it's assigned tasks to monitor and run the ship.

If its hardware, it can be multiple discrete units.

There would need to be holographic projectors all over the La Sirena for one EH to work, seems silly to install a second set.
