How could it possibly be a mystery?
I don't use the word 'iconic' lightly, but Vasquez Rocks is pretty fucking iconic.

We're not really pretending that Vasquez Rocks turned up in Trek all the time, are we? In over 760 episodes and 13 movies, VR has appeared less than fifteen times. And two of those were as "itself". I'm not good at math, but that seems like a very small percentage to me. It only seems ubiquitous due to being so recognizable.

Trek has a long history of recasting though. Even discounting the necessary recasting of the Kelvinverse and Discovery, you had cases like Tora Ziyal, Alexander, Quark's mom, etc
I have to say, while I'm enjoying the season to date, I do find it a little artificial that every single episode finds a way to shoehorn in one or more "action" scenes, despite it not being an action series.
Episode 1: Two different scenes with Dahj fighting Romulan Assassins.
Episode 2: Prequel shot showing the Synth "rebellion"
Episode 3: Brief firefight at Chateau Picard
Episode 4: Very brief swordfight, followed by slightly longer space combat.
We know the fifth episode will have at least one action scene.
Don't get me wrong - I don't mind an action scene now and again. But many of the best Trek episodes had zero combat, either hand-to-hand or ship-to-ship. There was no combat in The City on the Edge of Forever. There was no combat in The Inner Light. There was no combat in The Visitor. This series should have the confidence to not have to stick an action scene in every episode just because.

Well you see when the progenitors went around seeding DNA accross the galaxy they marked their visit by creating a version of the vaquez rocks on every single planet they visited. In fact the orginal is on their planteed and even the one on earth is just a copy of their original vasquez rocks.
Who knows, perhaps the actual actor had some reason for not wanting to do it or the contracts couldn't be worked out.
Whatever it is, I'll just consider it as another Alley/Curtis type of thing.
Also it could be SAG issues to. He hasn't worked as an actor in a long time so may not be an active SAG member which could prevent him from appearing (I don't know all the SAG rules). There could be a lot of things at play.
Most episodes of ENT had at least one action scene. It's hard to remember many episodes of that series that lacked either one-on-one combat or combat between space vessels. To each their own but even TOS featured Kirk slugging some alien or bad guy human in a majority of episodes because, well, that's what late 1960s one-hour dramas typically offered audiences who wanted action and escapism.
And TV and online streaming these days isn't really all that much different.

The episodes are just poorly written so the action scenes feel like they come out of nowhere. (aka the Chateau Picard attack). They are usually edited very badly too the point you can't follow what's going on. It's like they realized that Stewart is 80 years old and went oh *bleep* how do we make a modern TV show.
We're four episodes in and overall, I feel the show is shaping up very well. At no point yet have I felt the story is dragging along or introducing us to too much with the fear of it not getting resolved effectively at the end. I'll be curious to know if they're going the Discovery route and doing something totally different in the following season or if the basic story threads will continue.
Ummm... the attack on Jean-Luc at the Chateau, was supposed to be "out of nowhere".
If that is how you interpreted the scene, then the Writers accomplished exactly what They set out to do, with you acknowledging that with your post.
That's not "poorly written" on Their part, it's poorly critiqued on yours.
It seems like you are going out of your way to find fault where there is very little to none.

I was just glad to see a TOS BoP, even if it was doomed from the start.
I agree though. In the first three episodes the action scenes there so fleeting it almost was as if they hadn't happened at all. but i think they got the balance better in 4. You knew both fights were about to happen long before they did, so brief as they were, there was a lot of tension (imagine a movie about the Gunfight at the OK Corral where he gunfight as actually as long as it probably was (30 seconds)
I'm heading into my sixth decade at this point and really not the sharpest tack in the box anymore, but other than a couple of points where the foreign language dialogue has thrown me a bit, I have had no problem following the story or keeping up with the action.
I guess I really don't understand how some can be perplexed by this show.

30 seconds, 30 shots fired, and smoke covering everything so you really couldn't tell what happened.
. The 1993 movie probably got closest.

I know many would object to such a short fight but I personally would enjoy it if it was constructed carefully. It's the same idea as a samurai fight. Intense but very brief.
