Picard seems pretty open to the possibility of treating even a potential son as if they're a close member of his family, because regardless of how awkward or difficult it may be it's The Right Thing To Do. They tried talking and got nowhere. Based on her behavior, they accurately assessed that she was biding her time, wouldn't reveal more, and that their ability to control her was about to run out. Then she'd go after Jack and the Federation.

They never intended to kill her.Yes, and Vadic's lack of concern was one reason why Beverly started panicking and thought about killing her. no, he isn’t. He’s deranged, for sure, and dangerous, but in a way he’s very human and very scared.
