It was a cameo to make people laugh. Mission accomplished, at least with me.So either the scene is explicitly indicating he remembers Kirk and Spock, thus invalidating the changed timeline explanation for Guinan, or the writers wasted a bunch of valuable screen time on fanwank nostalgia baiting they didn't even think through all the way.
wow, this escalated quickly. There Are several valid objections that can be raised about the writing of this episode, but several pages discussing a harmless cameo that can be justified in a number of ways…really?!And, you know what? The conclusion is the same either way. The writing of this episode was terrible, easily one of the worst in the series to date. This may be my least favorite episode of the show thus far, and that includes the awful conclusion to last season. It's just such a shame to see them wasting a decent set up like this, pissing their time away on member berries and nostalgia schlock.

I took it that they want to point out that anti-immigration is often more about immigration from certain people (of certain regions, religions, skin colors), so quite hypocritical. It could be argued that Rios is "white,"but while that is technically true, race definitions are not.
PS: I'm personally quite impassionate about this storyline. I don't think it's bad, but I also feel this is more a pulp fiction kinda season, so it won't be a "good" (deep, complex) storyline by definition.

Guinan's memory has been purposely changed so that Picard's task is even harder. The bus punk clearly remembers Spock and Kirk in San Francisco in 1986. There. Q involvement with Guinan and it still gives us a direct link to Star Trek IV.
Implied. But I think he probably just remembered that something happened to him way back when.And yet the bus punk is strongly implied to remember Spock nerve pinching him.
