Yes, but we've seen this vast interior in the first 2 seasons of Discovery as well - which doesn't track that well with the overall size of the ship. Unless Starfleet was using a combination of holography as far as back in the 23rd century on those innards for some reason (but that wouldn't make too much sense since people wouldn't really be opening turbolifts in transit). I guess its possible that with programmable matter, a lot of physical structures were simply removed, and now they are just materialized as needed (like we've seen here)... this may give an impression that the ship is larger, but to be fair, that interior is still too vast. Also, that 'tardis technology' was seen when temporal technology was still widely used. It may have been temporal in origin (which wouldn't be allowed here - unless, some aspects of temporal tech were salvaged to the point to allow bigger interiors, but wouldn't allow time travel on its own).
