I suspect you are right, and, not to be cynical, I’m guessing Burnham. If not her time-traveling shenanigans, she or her mom ties into it somehow.
If either of those things caused it they sure as heck better go back to the past and fix things...

I assumed the graphic is a basic static map of the galaxy, and he can only scan a portion of it.

There's a couple factors here. After all the warp ships were destroyed it would take a long time to build enough new ones to replicate normal interstellar traffic patterns. Also, no one wanted to travel on any of the new ships anyway because they don't know what caused the Burn in the first place, and were afraid it would happen again. By the time enough time had passed for people to assume it was probably a one time occurrence, the new independent planet way of living would have gotten established so there would be no momentum to try and rebuild the Federation. The fact that something is preventing long range communications would just accelerate the move towards independence.
they could maintain communications with subspace transmission! I repeat that the founding planets of the federation are relatively close they could travel to those planets in warp ships without using dilithium.

They may form the core of a nation state claiming to be the Federation.

they can't slingshots are outlawed.
So is time travel, but Burnham showed up, so in theory the Time cops should send her and Discovery back

I think Vulcan is 16ly from Earth so without dilithium might take a long time to get there.

Just a thought, all those poor souls who went to Vulcan for a holiday and ended up stranded for 120 years living among a non emotional culture, and all those poor Vulcan tourists stuck on Earth, Risa, Andor, Bajor etc

or simply change its name to republic of planets or confederation of planets. I'm just saying that those planets should continue to form a state for almost a thousand years together and are close to travel with warp ships without dilithium

Lithium is used as an efficient method of storing antimatter, which allows dilithium to travel long distances without the antimatter being lost. you can travel to those planets without using dilithium because they are not far away.

in the time of archar there were 2 million vulcans living on earth, let's go the earth a thousand years in the future for a vulcan it must be like traveling from new york to wisconsin

I bet they they have their own nation state ...New Arizona or New Nevada or New Sahara or New Australia...

LOL

But do you understand what I'm saying at least those planets must stay together
not necessarily. after a few generations, would the Vulcans living on Earth would still identify themselves as "from Vulcan" or wouldn't they more likely see themselves as Earthlings? Vulcan was the place their forefathers lived, there's maybe still a hint of cultural heritage sprinkled through the community, but as time progresses, that may be perceived as very long ago and not relevant for the current generation of immigrants

I'd imagine "United Federation of Planets" has a certain cachet.

Coalition of Planets: 2155-2161
United Federation of Planets: 2161-3068/3088?
The Galactic Power Formerly Known as UFP: 3188-????
