I thought it looked more like a smaller version of the tardigrade. It does have eight legs...

It was supposed to be a vole, for sure. They called it out in one of the featurettes about this episode.

It's a Cardassian vole. It almost perfectly matches the prop used in DS9 right down to the pointed ears.
