Well, it could be that the material is different. I read somewhere that there are long and short sleeved uniform types running around. Maybe the short sleeved uniforms are not really uniforms for on-duty but something similar to workout wear or for use in high temperature postings. In the blow-up of Uhura's pic, the material of her shirt almost seems nylon or rayon, basically similar to my lightweight Nike running shorts.
