They had a name for it in the concept drawings, IIRC
I've always thought of old Starships that are a few centuries old and not in use anymore could be sold / loaned to Ex-StarFleet officers who are out of the service but want to use a StarShip to start their own private business.I’ve always thought that old Starfleet shuttles, runabouts, etc. could be sold off as surplus to whoever wanted them. Nothing so big as a capital ship, but I could definitely see lots of older smaller ships ending up in civilian digits.
