I’ve always thought that old Starfleet shuttles, runabouts, etc. could be sold off as surplus to whoever wanted them. Nothing so big as a capital ship, but I could definitely see lots of older smaller ships ending up in civilian digits.

I've always thought of old Starships that are a few centuries old and not in use anymore could be sold / loaned to Ex-StarFleet officers who are out of the service but want to use a StarShip to start their own private business.

Obviously, the StarFleet equipment & computers would be 100% stripped out.

But Civilian equivalent equipment could replace everything else.

Obviously the business would be run like a PMC (Private Military Contractor) or PSC (Private Service Contractor)

Whether or not this was a good idea, the novel ‘The Captain’s Honour’ features the decommissioned Constitution class USS Farragut having been given to the ‘Bread & Circuses’ Roman planet when they joined the Federation sometime between 2293 and 2365.

The only time a relatively large Starfleet vessel was seen in civilian hands, canonically speaking, was the ship which started as the Talarian Batris freighter. Both the Erstwhile/Sanction version and the Norkova/Xhosa version were implied or retconned as having once been used by Starfleet.

Erstwhile & Sanction: Both of these ships were used by non-Federation aliens, despite having English names. Later, TNG-R retcons the design for the Deneva class U.S.S. Arcos (and of which the U.S.S. LaSalle NCC-6203 is also of this class.)

Norkova & Xhosa: The Norkova is definitely a Federation vessel per its crew and LCARS displays on its bridge. The Xhosa, which is identical on the outside to the Norkova, sports TOS-style bridge displays and dedication plaque (implying that the Norkova version was an interior refit from this version.) And the dedication plaque states that this version of the ship is called the 'Antares' class, of which there is also another known Starfleet vessel of this class, the U.S.S. Hermes NCC-10376. We also see this class again in VOY still in use by Starfleet/the Federation in 'Author, Author." Of course, an identical ship of this design was also used as a pre-Federation Earth freighter, so make of that what you will.

And The Ashes of Eden has the same happen to the Enterprise-A following TUC. Retired old Kirk commands her for the locals' defense fleet.
