Actually, yes, they can. Recasting has existed since the dawn of film (and TV) making.

The only way they can avoid recasting Spock is with a CGI Nimoy, which of course would never fly.

Is that really the same thing, though? Nimoy appeared in 81 live action and 22 animated episodes and eight movies. I know Saavik is popular to toss around, but she is really just a foot note in Trek history.
