Rick Berman was generally a lying sack of shit who was a master at playing the studio political game. If it was what they were currently making, it was his "favorite". So don't read too much into whatever he said.

I don't know why TNG season 2 gets lumped in with 1. Take out a few overtly silly eps, and it's my favorite season, with many greats, and it's the only season where Riker has a personality...
