So what was the most powerful last scene in any ST?

For me the last few scenes of the Deep Space Nine epiosde Duet was a real tear jerker, with Marritza's tearful admission that he wanted to die for the crimes his race committed at Gallitep and elsewhere - with Kira refusing to allow another death to happen because of Gallitep, followed by Marritza's murder on the promenade with Kira telling the low life that killed the man that his being Cardassian was not a reason to kill him.
 
Cheating just a little bit, but Neelix's send off in Homecoming is very moving. With so few words and yet so many extras, there is a clear sense of just how valued and loved this so maligned character had become to everyone. The musical cue was stirring as well, in the poignance that it helped to amplify, as it carried all the way through to the actual final scene the reconcilement, acceptance, and belonging that Neelix had sought from his first moment aboard Voyager. I always find it hard to keep things together when I see it!!!!:techman:
 
For me:

End of TWOK, as Kirk says he feels young, while the crew looks on at the new planet Genesis
End of TSFS, as Spock slowly recognizes Kirk and crew
End of TVH, as the crew is brought to the Enterprise-A
End of Nemesis: the surviving crew toasting Data, then the final scene of B4 and Picard.

As One is dying, 7 of 9 pleads with him to live, saying "you are hurting me." Then, after his demise, 7 of 9 goes to the cargo bay by herself and reflects on his death.

As much as I dislike the final episode in a lot of ways, "Endgame" did have an emotional ending with the fleet escorting Voyager home at the end.

Also, even if Picard was laughing at the end, the final scene in "Ensign Ro"

Again from VOY: "Child's Play" after Icheb has been recovered from the suicide mission his parents had sent him on...

"It's time for you to regenerate."
"And if I choose to continue my studies?"
(Seven Pauses)"It's your decision."
