To denote the new role as an observation vessel, Starfleet added the letter O in front of the registry number, and changed the name from the "famous generals series" to the "famous scientists series".
That would be the ideal ship type to explore the borderlands of Romulan territory: a badass warship converted for frontline exploration. Of course, by 2233, she was already a bit worn down, and had not received the cutting-edge refits many of her still-destroyer sisters enjoyed, such as the enlarged, more rounded dorsal and ventral superstructures and saucer lower rim, or the slightly more compact PB-31 warp engine dangling on a slightly elongated neck. I don't know if its considered all that big with the X.O. only being a Lieutenant. I would say that 800 lives remark was either mostly in error or mostly civilian.
