Tom's rank is only field commissioned for their assignment to find the Maquis and his early release from prison. She had no long term plans for Tom to beyond that. At that point and time many still found Tom to be a traitor of the Federation and traitor to the Maquis. Nobody but Janeway and Harry respected him enough to support his rank as XO. Janeway & Tuvok would be aware of this and not consider him for the position.....unless they really wanted a mutiny.
Janeway grants Tom a field-commission. She says as much in Caretaker.
"I've entered into the log that I've granted a field-commission of lieutenant to Thomas Eugene Paris" or words to that effect.
Inexplicably and unnecessarily promoting him over most of her original crew who didn't cover up a fatal accident and get thrown in jail...

The fact that Tom is still under work release from prison to be on Voyager and promoting him to OX ruins all creditability for Janeway & Tuvok doesn't factor in for you, huh?
Not really, since by that point he's been on the ship for 2 years and proven himself to be reliable and courageous - to the point where in the very next episode he risks his life to bring help to the stricken crew and along with the Doctor and Suder, saves the crew from their exile...
Not to mention the fact that the previous XO was a deserter and known terrorist...

To be fair Chakotay wasn't a deserter.
He just resigned through the normal channels and went on his way.
True...but at that point in the series, we don't know that!

I think that's sort of apocryphal.
At best I think the instructor Ro encountered could be Chakotay, but it could just as easily be some random Starfleet officer who also decided to call it a day and join the Maquis.

Right...except we're talking about Resolutions - at that point in the series when the episode was written, Word of God was still that Chakotay was Ro's instructor and we haven't had In The Flesh so we don't know that Chakotay resigned...

Why is it irrelevant? You're impeaching Tom Paris because prior to Caretaker he was in prison. Prior to Caretaker, Chakotay was a terrorist and *possibly* a deserter...
It's called canon.
If they tell us he wasn't a deserter and resigned his position then it's been fact the whole time we've know him. Even after Caretaker, Tom Paris is in field commiission as part of his work release agreement with Janeway.
