Should the Voyager crew have upgraded their old Starfleet uniforms to the style seen in First Contact and beyond?
Replicating new clothes would be an extravagance, what with all those shuttle/shuttle parts/ torpedeo casings, hull platings and most importantly coffee they need. :P
The XO is in charge of day to day crew placement.
The captain Just signs off on his decisions or tells him to buck his ideas up.

How about in generations, when the wardrobe department didn't have enough costumes for all the cast and extras that every uniform they had from every season of tng (Which changed slightly to dramatically from year to year.) was used... And Geordie half was though the movie switch uniforms.
I've heard it rumoured that they wanted the cast to change to the new ones, however by that point in the production they were spending so much money buying hundreds of gallons of Just For Men to keep Robert Beltran's hair black that they simply couldn't afford it.
