Should the producers have left Lon Suder alive?

Taylor and UPN were the ones who wanted no internal conflict, Piller was all for it and I'm assuming Braga was too seeing how he had Janeway act to the crew in "Year of Hell". Once Piller was gone Taylor pretty much did away with anything he left behind she didn't like and once she wasgone Braga's attempts were all overriden in favor of sex (Seven) and Borg-of-the-week adventures.
 
That Borgette was a pet monkey. No conflict there. She agreed with Janeway at most every turn, except for waking the Vadwarr and giving the Hirogen their 8472... Hey was that a metaphor for if she had been in charge of Voyager, then she wouldn't have rescued herself?

She disagreed with Janeway in "Bliss", again about the treatment of the Doctor in "Latent Image", yet again in "The Killing Game", also in "Retrospect" & "One Small Step", "Voyager Conspiracy" and the list goes on & on.
