It is a period of galactic war.
Federation starships, striking
from Earth, have won

the evil Romulan Empire.
During the battle, Section 31

Alison Pill’s gorgeous red dress from Picard season two would beg to differ. As would “Princess Thalia’s” (aka La’an’s) revealing gown from Strange New World’s “The Elysian Kingdom”.
Plus, I recall several people swooning over Tendi’s animated curves in Lower Decks’ “Crisis Point” and noting her boob window dress in “Parth Ferengi's Heart Place”.
In my mind there’s nothing inherently “sexploitive” about putting characters of all sexes into sexy costumes, as long as it’s in service of the plot and fits the characters (no pun intended). That said, I would be the first to cry foul if Melle’s roll in this turns out to be nothing more than mere eye-candy to show how “sexy and edgy” they are.
Even the Queen herself had a little decolletage going on as I recall.

It's basically a "dustbuster" with a pistol grip. Which is actually kinda perfect for the era.
