Yeah but the whole "bringing strange alien devices on board" strikes me as a rule that should've been obvious to have. I mean the freaking CIA banned the Furby when they came out without even knowing what the things were capable of (not much) but just on the "idea" that they had the ability to record and repeat critical information.
So the idea that an alien piece of technology can just be beamed aboard willy-nilly and no one bat an eye or want to over-look the thing strikes me as odd. But not as odd as the question of how Picard got hooked on the game. (Does he really look like the guy who'd put on a video-game headset?)
