Klinger did the same thing.
He wore the dress better.
I think it would have been okay and maybe if they did it they would have written him better in the later years and he would have stopped caring about his acting on the show. Of course he and Janeway were always suppose to be the two who fall in love. Of course Chuckles was so bad he was the thing that made Seven finally realize she was gay and to top it off he was dating the daughter in essence of someone who he used to be into in Janeway and who also pinned for him.
