I think it is. How do I put this? If Picard's with a woman, she should be an actual character, not an idea or a reward or a trophy. Women exists for reasons besides, "I'm the wife!" It wouldn't be a very 25th Century attitude to have depicted in Picard, it's not even a 21st Century attitude in Real Life. It's a mid-20th Century 1950s idea. "And Picard gets married!" "I'm Misses Picard!"
This doesn't have to necessarily be true.
Not fleshing out a character doesn't make them a reward or trophy, it would suggest that it's baggage the viewer is bringing to a literal blank slate.
