Ironically, that's about the amount of pre-production time Nemesis looks like it had 'lavished' upon it.
 
I'm more than happy with real people. CGI aliens create another expensive weekly hurdle for the show.
I think it would actually be cheaper (and look better) to CGI-enhance real actors rather than create and animate entire characters.

But it's the only way to have truly non-humanoid aliens. For example Picard once spoke of aliens with four arms but we never got to see them.

It would still be more post-production work. I'm not against it, but I'm not really for it either. :shrug:

A four armed character doesn't really add anything more to a story than a two armed character does. Ten seconds of "he's different" then the show is stuck doing it weekly.

At any rate, you have to use actors as virtual puppeteers for the aliens otherwise their movements don't look natural. Even Tex Avery would sometimes film people and use their positions pic by pic to draw his characters.

Why did Armin Shimerman need to spend four hours in make up if as you say "it doesn't really add anything more to the story" to have him look like that? Why not simply put on a plastic mask and be done with it?

I'd say Armin Shimerman, along with the writers is what made Quark work. I think that's what Bill is getting at, CGI and make up are no substitutes for solid writing and acting.
