He didn't know the Empire was evil. The people who live in the evil countries don't know they're living in evil countries signing up to military forces intent on committing evil. Forest from the trees. Owen and Beru didn't actually need him on the farm, but they knew what would happen if he went for training in the core worlds to become a TIE Fighter Pilot.
