I may be letting my memories of the DS9 Relaunch novels interfere with a strict reading of the series, but I think the Symbiosis Commission had made it clear that in nearly every instance symbiont > host. And the logic makes total sense if that's all you go by, because why shouldn't an entity that has the knowledge of centuries take precedence over an entity that may not even live for one, especially when the symbionts are an endangered species to begin with while there's plenty of hosts to spare?
Even if Ezri went insane, from the SC's perspective, the symbiont can always be transferred to a more stable joining afterward.
Since we're talking about unconventional joinings in any case, I will say that I enjoyed seeing how Discovery handled it as well, even if some of it was a bit of a head-scratcher for me.
